What is a driver card?

A driver card is a personal smart card issued to a specific driver and is valid for a period (usually 5 years). It is inserted into the digital tachograph to record the driver’s activity. It is not the same as a driver’s license.

General Requirements for Obtaining a Driver Card:

Although the application process may vary slightly per country, the following information is generally required:

  • Full name

  • Date and place of birth

  • National identification number or social security number

  • Driver’s license number (to confirm professional driving status)

  • Proof of residence (utility bill or registration)

  • Passport-sized photo

  • Signature

Legal Basis and Regulation:

In the European Union, driver cards are regulated under:

  • EU Regulation (EU) No 165/2014 on tachographs in road transport

  • Directive 2002/15/EC on working time for mobile workers

  • Regulation (EC) No 561/2006 on driving time and rest periods

Application Process (Typical Steps):

  1. Apply via the national transport authority or issuing body (e.g., DVLA in the UK, RDW in the Netherlands, ANTS in France).

  2. Submit an application form online or by post.

  3. Provide required documents (see above).

  4. Pay an application fee (usually €30–€50).

  5. Receive your driver card within 5–15 working days.

Country-Specific Variations: 

Tachograph company cards are issued by the national authority or agency responsible for transport, road safety, or vehicle regulation. This varies by country. In general, you will need to apply through your country's official body, such as:

  • The national vehicle licensing agency

  • A transport or infrastructure ministry

  • A road safety authority


Outside of the EU, rules may differ significantly and often depend on bilateral agreements or UN/ECE conventions.

Important:

  • A driver may only hold one valid driver card at a time across the EU/EEA.

  • Lost, stolen, or malfunctioning cards must be reported and replaced within 7 calendar days.
